Kebijakan Penanganan Tindak Kekerasan pada Perempuan dan Anak selama Masa Pandemi Covid-19 di Jakarta

Penelitian ini bertujuan menggali informasi dan menganalisis lebih mendalam terkait dengan inovasi layanan terpadu bagi perempuan dan anak korban tindak kekerasan sebagai bentuk kebijakan sosial Pemerintah Provinsi DKI Jakarta. Model inovasi layanan terpadu bagi perempuan dan anak korban tindak kekerasan dibutuhkan untuk memenuhi hak-hak korban sesuai dengan asas Hak Asasi Manusia terlebih dimasa Pandemi COVID-19. Penelitian dilakukan dengan pendekatan kualitatif fenomenologi serta dilengkapi dengan perangkat analisis Soft System Methodology. Hasil penelitian menjelaskan beberapa hal berikut. Pertama, Pemerintah Provinsi DKI Jakarta berhasil membangun kebijakan sosial dalam penanganan perempuan dan anak korban tindak kekerasan melalui berbagai bentuk regulasi perundangan tingkat daerah, pembentukan kelembagaan, pendanaan, dan penyediaan sarana prasarana dalam rangka pemenuhan hak korban yang berkeadilan. Kedua, bentuk inovasi penanganan dan pelayanan perempuan dan anak korban kekerasan masa pandemi COVID-19 dilakukan dengan protokol kesehatan dan berbasis online serta melakukan beberapa perubahan untuk memperkaya kinerja lembaga layanan. Hal ini merupakan wujud nyata implementasi kebijakan sosial Pemerintah Daerah Provinsi DKI Jakarta yang berpihak kepada masyarakat menuju keadilan dan kesetaraan.
