<p><em>This research examines the rehabilitation process of inmates, particularly elderly inmates, at the Class IIA Padang Penitentiary Institution. The penitentiary institution plays a crucial role in fulfilling correctional duties, which include rehabilitating inmates for their reintegration into society. In the context of Indonesian law, the Regulation Number 12 of 1995 concerning Penitentiary Institutions governs the regulatory framework for the rehabilitation process within penitentiary institutions, emphasizing aspects such as humane treatment, equal treatment, education, and the respect for human dignity. The Class IIA Padang Penitentiary conducts inmate rehabilitation through various activities tailored to different age groups, including elderly inmates. This rehabilitation encompasses personality development and self-sufficiency aspects, involving training and skill development programs that support reintegration. Nevertheless, the rehabilitation of elderly inmates faces physical and health-related challenges, as well as psychological and mental obstacles requiring special attention. This research identifies the methods employed by the penitentiary institution to address these challenges and underscores its commitment to providing rehabilitation that is tailored to the needs and ages of the inmates. <p><em>Correctional facilities serve as specialized institutions for individuals involved in criminal activities. Due to the diverse backgrounds of inmates, there is a significant risk of disease transmission within these confined settings. Healthcare services within correctional institutions play a crucial role in maintaining and improving the well-being of prisoners, particularly those with contagious diseases such as HIV/AIDS. Ensuring the welfare of inmates is a state obligation. This study explores the healthcare services provided to inmates diagnosed with HIV/AIDS in Class II A Binjai Correctional Facility. The research aims to evaluate the access, quality, and impact of healthcare services on inmates with HIV/AIDS. The findings reveal several challenges in providing adequate healthcare services to inmates with HIV/AIDS within the correctional environment. Factors such as population density, resource limitations, and social stigma influence access and the quality of care. <p><em>This research aims to (1) examine the application of Good Governance principles by government agencies, the Population and Civil Registry Service (Dukcapil), the National Land Agency and Ternate City Spatial Planning; (2) reviewing the optimization of central and regional governments in enforcing the principles of Good Governance in efforts to eradicate criminal acts of corruption. This research method is empirical normative legal research (mix method). The approach used in this research is a statutory approach and a conceptual approach. Data collection techniques are carried out by conducting observations, interviews, questionnaires, and determining the sample and population. The results of the research show that (1) to realize Good Governance requires commitment and consistency from all parties, state apparatus, business world and society, and its implementation in addition to requiring good coordination, also requires integrity, professionalism, work ethic and high morals. ; (2) it is necessary to have transparent reports and strategic plans based on the principles of Good Governance in the context of implementing a government that is free from corruption, collusion and nepotism in the Population and Civil Registry Service (Dukcapil) and the Ternate City Land Office.</em></p>Faissal MalikSyawal Abdulajid

This research is a descriptive qualitative research that describes the role of the Omnibus Law in responding to and facing the challenges of economic sovereignty in Indonesia. The writing of this article uses secondary legal materials, namely books, journals, articles, and other written works originating from both print and internet media, as well as phenomena that occur in the field. <p><em>Rehabilitation of vulnerable groups in correctional institutions is a challenging task, especially for juvenile prisoners with mental disorders. This study carries out an in-depth analysis of the challenges faced in efforts to rehabilitate vulnerable groups in correctional institutions with a focus on juvenile prisoners who experience mental disorders. The research method used is a qualitative approach with case studies in correctional institutions which have special facilities for juvenile prisoners with mental disorders. Data was collected through participant observation and in-depth interviews with juvenile inmates, correctional officers and related medical personnel. Based on data analysis, this research identifies several challenges in the rehabilitation of vulnerable groups in correctional institutions. First, there are limited adequate facilities and resources to provide appropriate care and treatment for juvenile prisoners with mental disorders. Second, there is social stigmatization of juvenile prisoners with mental disorders which complicates their rehabilitation and reintegration process into society. Third, there is a lack of coordination and collaboration between correctional institutions, medical personnel and other related parties. The findings of this research indicate the need to improve adequate facilities and resources, increase understanding of mental disorders and rehabilitation, and increase collaboration between correctional institutions, medical personnel and other related parties. Thus, rehabilitation efforts for vulnerable groups in correctional institutions can provide significant benefits for juvenile prisoners with mental disorders and improve their quality of life.</em></p>Mohamad RizalMitro Subroto

<p><em>Corrections have experienced a significant evolution from their initial function as places of detention to become institutions oriented towards the rehabilitation and social reintegration of prisoners. Even though the goals have begun to shift, the implementation of the coaching program still faces various challenges, including the interest and participation of prisoners. Religion, as one of the key aspects in this development, also faces similar problems. This study focuses on disparities in spiritual formation between Protestant and Catholic Christian inmates at the Class IIB Lubuk Pakam Penitentiary. While spiritual formation for Protestants was more routine and structured, Catholics felt a lack of service from the Catholic Church. This research highlights the need for a more inclusive and structured approach from the Catholic Church in assisting the rehabilitation and reintegration of Catholic Inmates. <p><em>Participation is one of the important components in development, especially in tourism development. The participation of customary law community units (hereinafter referred to as KMHA) is also an important factor for ecological, socio-cultural, and economic sustainability in tourism development in their territorial areas. This study aims to analyze the problematic of the ambiguity of norms related to the participation of KMHA in sustainable tourism development in Article 31 of Law no. 10 of 2009 concerning Tourism which has implications for the sociological problem of the lack of KMHA participation. Based on the legal issues above, the important issues to be studied are as follows: the relationship between KMHA participation and ecological sustainability in tourism development, socio-cultural sustainability and economic sustainability in tourism development. This type of research is normative law with a statutory approach, the legal materials used are traced using the snowball technique and analyzed with the theory of rule of law theory, participation theory. The results show that sustainable tourism development is placed on the understanding that there is an acknowledgment of KMHA participation because of the regulation seen from positive norms in the legislation. <p><em>Drugs are illegal substances that can damage the human brain and body when used. In Indonesia, drug use continues to increase every year. The research on drug use conducted at the Pematang Siantar class II A correctional institution aims to determine the criminogenic factors of narcotics use, the theory used in this research is the criminogenic theory of tension and social control, because this research uses research on criminogenic factors. The method used in this research is qualitative research method with data collection techniques through interview, observation and documentation techniques, then the data that has been collected will be analyzed through the process of data reduction, data presentation and providing conclusions on what has been researched. The results of the study found the fact that the factor of using narcotics prohibited goods in the Pematang Siantar class IIA prison is based on economic factors, past events such as bullying in family and friendships, lack or inattention of the family to prisoners, even so other facts were found that the prisoners still had dreams to be achieved despite having dealt with prison.</em></p>Jhon AlexanderCahyoko Edi Tando

<h1><em>According to Law No. 24 of 2007 concerning Disaster Management, a disaster is defined as an event or series that threatens life caused by natural factors or non-natural factors. One of the non-natural factors is the fire event. Based on the data that the authors have found from various sources, fires still frequently occur in UPTs or technical implementation units, both in Correctional Institutions, State Detention Centers, and Correctional Centers. This study aims to determine if there is a fire in Class I Detention Center Labuhan Deli. This research uses empirical legal research with a qualitative approach using library research, interviews, observation, and documentation. The results of the study show that if a fire occurs in the Labuhan Deli Class I Detention Center, it is over capacity or overloaded. The efforts to deal with fires at the Labuhan Deli Class I State Detention Center are the availability of emergency hazard markers in the form of fire alarms, iron bells, and extinguishers (APAR). <p><em>Children who commit crimes are referred to as children in conflict with the law (ABH). A child will also undergo criminal justice processes. However, giving punishment to children through formal justice channels is considered to worsen the development of children's lives. Diversion is an alternative method of punishing children. Community mentors have the main duties and functions of guiding ABH and facilitating the diversion process. Community mentors have a strategic role in stimulating the implementation of diversion. Community advisors will collaborate with law enforcement agencies to carry out diversion. As a facilitator, mentor and companion for a child who conflicts with the law. <p><em>This research aims to find out how health services are provided to prisoners suffering from tuberculosis in the class II A Langkat Narcotics Prison and also to find out what obstacles are experienced in implementing health services in the class IIA Langkat Penitentiary. This research was conducted using a qualitative approach because the researcher believes that the problems studied are fluid. Several factors studied include communication, resources, attitudes, and organizational structure. The results of this research can provide insight into the extent to which health service policies for prisoners suffering from tuberculosis have been successfully implemented at the Class II A Langkat Narcotics Correctional Institution. The implications of the results of this research can be used to increase the effectiveness of policies related to health services in the prison environment and improve the quality of care for prisoners suffering from tuberculosis. <p><em>The aims and objectives of this research are to test the level of authority leadership, motivation, commitment of an organization, intelligence and compliance with the ethics of correctional officers. Studying the effects of leadership on authority, motivation, organizational commitment and intelligence on compliance with applicable regulations. Achieving the goals of an organization is also due to leaders who are able to commit to always advancing the organization they lead, especially by providing motivation to improve the quality of work of its members. Therefore, it is necessary for leaders to instill motivation and direct involvement in the field in order to know the actual situation and the need for the ability to think and learn what influences the performance of correctional officers in the field. The method used in this research is literature study by analyzing and searching articles or previous research. With high motivation, employees consider the importance of whatever work they undertake so that employees will automatically show discipline in carrying out or completing their work. Therefore, leadership has a positive and significant effect on organizational participation. The better the leadership of the head of the correctional institution (Kalapas), the higher the organizational commitment of the correctional institution. <p><em>Banking is one of the financial institutions with one of its business activities, namely channeling credit to its customers. In the procurement of credit in banks, several problems can be found, one of them is the case of fictitious credit that has dragged Notary / PPAT. Notary / PPAT as an authorized public official to make authentic deeds where in the administration of credit at the Bank, the Notary makes a Deed of Credit Agreement and / or Power of Attorney Encumbering Mortgage Rights (SKMHT) and the Land Deed Official (PPAT) makes a Deed of Encumbrance of Mortgage Rights (APHT). The fundamental issue that will be discussed by the author is how the Notary / PPAT's responsibility for fictitious credit at the Bank. The research method used is normative research with references sourced from books, literature, laws and regulations, journals, and internet. The result of the author's research is that the cause of fictitious credit cases are caused by several factors, and the author's focus is on the factor of falsification and misuse of identity by the debtor and internal parties from the bank by using data from other customers to bind credit and issuing covernotes by Notary / PPAT that are different from the facts that occur.
