Analisis Manajemen Sumber Daya Manusia Strategik pada Dinas Kebersihan dan Pertamanan

Abstract

Penelitian ini bertujuan adalah untuk memperoleh temuan deskriptif (1) kekuatan, kelemahan, peluang dan ancaman; (2) formulasi manajemen sumber daya manusia strategik; (3) Implementasi manajemen sumber daya manusia strategik; serta (4) evaluasi dan pengendalian kinerja manajemen sumber daya manusia strategik pada Dinas Kebersihan dan Pertamanan Kabupaten Buleleng. Penelitian ini merupakan jenis penelitian deskriptif kualitatif. Metode pengumpulan data menggunakan teknik pencatatan dokumen, wawancara, dan observasi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif dan skala pengukuran likert. Hasil penelitian ini menunjukkan bahwa (1) kekuatan, kelemahan, peluang dan ancaman (SWOT) telah dilakukan dengan cukup baik dan benar dengan mempertimbangkan lingkungan internal namun harus lebih memperhatikan lingkungan eksternal organisasi; (2) formulasikan MSDM strategik sudah sangat baik, diantaranya visi, misi, tujuan, sasaran dan arah kebijakan yang akan diterapkan dalam mewujudkan Dinas Kebersihan dan Pertamanan Kabupaten Buleleng yang mandiri, tangguh dan profesional yang mampu bersaing di pasar global; (3) implementasi kinerja MSDM strategik sudah sangat baik karena telah sesuai dengan program, kegiatan, indikator kinerja, target kinerja, dan anggaran yang telah ditetapkan; dan (4) evaluasi dan pengendalian kinerja MSDM strategik pada Dinas Kebersihan dan Pertamanan Kabupaten Buleleng diperoleh hasil kinerjanya berada pada kategori yang baik namun terdapat 2 kegiatan yang belum tercapai.

This research aimed to obtain descriptive finding about (1) strengths, weaknesses, opportunities and threats; (2) the formulation of strategic human resource management; (3) Implementation of strategic human resource management; and (4) the evaluation and control of the performance of strategic human resource management at the Department of Cleanliness and Landscaping in Buleleng. This research is a qualitative descriptive study. Methods of data collection using the technique of recording documents, interviews, and observations. The data were analyzed using the descriptive qualitative analysis and measurement likert scale. The results of research showed that (1) strengths, weaknesses, opportunities and threats (SWOT) has done fairly well and properly taking into account the internal environment, but should pay more attention to the external environment of the organization; (2) formulate strategic HRM has been very good, including the vision, mission, goals, objectives and policy directions that will be applied in realizing the department of Cleanliness and Landscaping in Buleleng independent, resilient and professionals who are able to compete in the global market; (3) the implementation of strategic HRM's performance has been very good because it has been in accordance with programs, activities, performance indicators, performance targets, and a set budget; and (4) evaluation and control of strategic HRM performance in the Department of Cleanliness and Landscaping in Buleleng obtained the results of its performance in the category which is good but there are two activities that have not been reached.
