DAMPAK PANDEMI COVID-19 PADA SISTEM PENEGAKAN HUKUM: PERGESERAN KONSEP PERLINDUNGAN ORANGUTAN

Pandemi covid-19 yang mewabah di Indonesia membuat pemerintah mengeluarkan kebijakan pembatasan sosial berskala besar (PSBB) sehingga ruang gerak manusia terbatas. Lingkungan dalam hal ini biotik non-human/non-sosial/bukan manusia dan abiotik memiliki potensi lestari lebih besar. Sistem penegakan hukum terhadap perlindungan satwa orangutan di Kalimantan Barat saat ini diatur sangat buruk.Hal itu menyebabkan terjadinya pergeseran konsep dari ekosentrisme menjadi biosentrisme terhadap perlindungan orangutan di Kalimantan Barat. Unsur kebaruan/novelty dari penelitian ini adalah adanya pembahasan seputar sistem penegakan hukum terhadapperlindungan satwa orangutan di Kalimantan Barat yang ditinjau dari konsep tentang etika lingkungan. Tulisan ini menggunakan penelitan normatif atau doktrinal. Teknik analisis deskriptif kualitatif dengan 3 pendekatan yakni pendekatan kasus, perundang-undangan, dan konseptual. Tujuan penelitian ini yakni untuk mengetahui urgensi dari pergeseran konsep dan menjelaskan sistem penegakan hukum lingkungan secara real dan secara ideal terhadap perlindungan orangutan.Hasil penelitian ini adalah perbaikan sistem penegakan hukum perlindungan Orangutansesuai pergeseran konsep lingkunganmenjadi penting karena adanya berbagai ancaman seperti hilangnya habitat akibat alih fungsi lahan dan pembalakan liar, kemudian akibat perburuhan liar untuk perdagangan ilegal, serta konflik antara manusia dan orangutan.
