URGENSI OTONOMI DESA DALAM PENGELOLAAN DESA WISATA BERBASIS PEMBANGUNAN BERKELANJUTAN

Keberadaan Desa semakin diakui sejak diberlakukannya UU No. 6 Tahun 2014 tentang Desa. Pembangunan Desa pada sektor pariwisata dikembangkan melalui konsep “desa wisata”. Fokus permasalahan pengelolaan desa wisata yang terjadi di Desa Wonocolo Kabupaten Bojonegoro yaitu belum adanya pelaksanaan otonomi desa dalam pengelolaan desa wisata berbasis pembangunan berkelanjutan. Penelitian ini menggunakan metode pendekatan non doktrinal atau metode yuridis-empiris yang diperoleh melalui sumber data primer dan sumber data sekunder yang dianalisis dengan metode deskriptif analitis. Hasil penelitian menunjukkan bahwa alasan diperlukan adanya pelaksanaan otonomi desa dalam pengelolaan desa wisata di Desa Wonocolo Kabupaten Bojonegoro yaitu sudah ada dasar pengaturan hukum yaitu UU No. 6 Tahun 2014 tentang Desa dan Perda Kabupaten Bojonegoro No. 1 Tahun 2016 tentang Kepariwisataan yang memberikan kewenangan Pemerintah Desa dalam mengelola potensi wisata desa namun belum ada pelaksanaan yang berlanjut dari Pemerintah Desa Wonocolo serta ancaman kerusakan lingkungan hidup terhadap kegiatan penambangan pada sumur-sumur tua yang dilakukan secara terus menerus. Upaya mewujudkan penyelenggaraan pengelolaan desa wisata berbasis pembangunan di antaranya dengan membangun sinergitas antara Pemerintah Desa dengan masyarakat setempat agar dapat diberdayakan dalam pengembangan potensi desa wisata yang berkelanjutan.
